| Monday, September 21st 1999 Tuesday September 14, 1999: Milverton Ontario's Scott Steckly went into the last race of 1999 with a slim ten point lead over the #5 Nik Lapcevich entry for top rookie honours. After time trials the #5 car closed to within four points but Steckly was able to make those back by winning his heat race and picking up an additional ten points. The Gates Rookie race has been tight all year between Steckly and Lapcevich but the #22 Pontiac driver used patience and consistency to take home the top award. The CARQUEST 200 in New Brunswick was no different as Steckly lined up 11th in front of a sold out Fredericton crowd. Steckly's strategy going into this event was to stay out of trouble and be in contention at the end. This is exactly what they did ending the day with a 13th place finish and the Gates Rookie of the Year award. A happy Steckly commented after the race "This was our first trip to New Brunswick International Speedway but after practice & qualifying yesterday we were really confident we had a good car. We just ran today to stay out of trouble and keep ourselves in a position to win this title. My team has been totally focused on this for the entire year and I owe a lot to all of them. I also have to thank AW Millwrights, Erb International and all of our other sponsors for their support this year."
